the people. At present they are all being absorbed by the
greed militarists, and corrupt officials. What good can
there come of them? If after the abolition of the unequal
treaties, these privileges should again fall into the hands
of the greedy and corrupt officials, our efforts would have
been in vain. In order that our efforts shall not be spent
in vain, we must see to it that these revenues are devoted to
promoting the interests of the people, so as to enable them
to live and trade in peace. When we have had unification,
the next thing we should do is to secure a guarantee that all
revenues collected will be devoted to the interests of the
people. To this end we should combine ourselves in a body,
and establish a Nationalist Democratic Government - a Govern-
ment that will promote the welfare of the people, and apply
to their interests all the revenues they may get after the
abolition of all unequal treaties.
There is then a particular task which we should take
in hand forthwith. We have a sure way whereby we can get
the unequal treaties cancelled and recover our privileges,
but we must devise some means of retaining them when they are recovered. We must, I repeat, have a National Democratic
Government for this purpose. And how is it to be established
We must have an organisation that can represent the people
and their needs, and compel the Government to execute all resolutions they may make in the Provincial Assemblies.
These Assemblies should be formed of representatives appoint-
ed by the Associations of Peasants, Workmen, Merchants and
Students in each province. Each province should have such a
Grand Provincial Assembly which will make the Government carry out what is demanded by the people. When all provinces have such Assemblies, we shall have a National Assembly, and establish a National Government.
What I have said today may be summed up under two heads
